Surface Receptacle

Has anyone ever seen a surface receptacle used as a j-box? I haven't, until today. I'm sure it's a violation of NEC 110.3(B). ***See surface receptacle below:

To add: It looks like they have one run of FMC conduit coming from an H2O, and another run of FMC conduit coming from a surface mounted receptacle box:rolleyes:. I'll dig in tommorrow. Both runs going to a surface receptacle--see picture above. ??????????:rolleyes:

Exactly!
I've seen houses wired in lamp cord, but never seen a surface range receptacle serve a H2O, and a standard 120v receptacle outlet.
 
Here is a poor picture of the surface receptacle I was talking about. It was used as a pull box for the hot water tank:
-The second picture is a j-box with two #12's (No grounding conductor) for the hot water tank. The hot water tank has two elements @ 4500W (240v) ea.<---clear violation of National, and our State code. Also, I'm loving that cable connector.................
