What kind of surface wireway is that and is it really acceptable to use on concrete wall, commercial type building?

Looks like "wiremold" to me but there are some similar products.
Perfectly legal.

Yep, the plastic wiremold. They make a metal one also, which is the only one I've used on a few remodels where it was the only method feasible. I even saw a bender for the metal Wiremold once, but never saw an application for it.

EMT bender works just fine on V500 for minor bends and offsets. Wrap some heavy paper, plastic or a rag around it to help protect the paint or touch up paint afterwards.
