The purpose of the surge arrestor between the interconnection point on the secondary side of the (ungrounded (delta) system or single grounded (wye) system) three phase pad mounted transformer and the transformer case is for what purpose? The primary side already has a surge arrestor connected to ground to bleed fault current.
Alse note that the primary and secondary grounding conductors may also be interconnected at this connection point.
