Surge arrestor

I have plans that show surge arrestor fed from 3 phase 30A branch circuit breaker. The arrestor is three phase and grounded with grounding electrode conductor GEC of #6.

The cables provided from branch circuit panelboard breaker to the arrestor are 3 phase in one pvc conduit.

I asked the designer where is the equipment grounding conductor he says the surge arrestor is grounded no need for one.

I am not sure who is correct. I thought EGC are required for branch circuit. Am I correct or the designer? Any NEC 2014 code section that would backup if designer is correct?

There should be very little cable length between the surge protective device and the breaker. The cable length limited the effectiveness of the device.

Is the surge protective device in a metal enclosure? If it is, then I would agree that the device needs an EGC.

Where does the 6 AWG GEC go? Its not needed as most surges go either line to line or line to neutral, via the main bonding jumper.
Check the mfg instructions on how to wire.
I would require someone submitting drawings to include instructions
