Surge on Incoming Video Coax

Is surge a code requirement on video coax entering a building? I?m trying to find out any and all information concerning surge / entrance block protection on video coax from the outside of a building to the inside of the building. It?s my understanding on copper low voltage conductors suck as phone lines and/or data lines in commercial applications that entrance block protection is required when entering a building from outside, but what about coax used to carry video from an outside camera to and inside Digital Video Recorder?

Art 820 covers coax used both inside and outside a building, Part III covers protection of the cable.

I'm not aware of any surge protection requirement in the NEC regarding communications or coax circuitry. It is a design decision.
