Surge Protection 501.35

Hello everyone, first time poster here so I apologize if the formatting isn't the best. I've been reading through article 501 and saw the requirement for surge protectors in 501.35(A):

Surge arresters, surge-protective devices, and capacitors shall be installed in enclosures identified for Class I, Division 1 locations...

I have questions about this section:

1. Is this section trying to say that all enclosures for C1D1 must have SPDs installed?
2. Does the inclusion of the word "and" mean that all three must be installed in conjunction in order for a panel to be compliant or would 1 suffice?
3. The SPD still needs to be rated for the location right? I can't seem to find a surge protector online that has a clear C1D1 rating.
4. If they are required does anyone have a recommendation on where to begin looking and/or product recommendations?

it is saying these devices have to be in an enclosure rated c1d1 if they exist. not that you have to supply these devices.

That makes sense. I had read recently that the NEC was expanding where SPDs were required and wondered if this was included in that expansion.
