Surge protection for commercial? Based on NEC 2020

This is for NEC 2020 in state of Florida. My understanding is that surge protection is required for areas like dwelling/hotels/nursing homes or areas with critical power. What about other commercial areas such as small office building or a small daycare or a teaching facility or shopping center with (No emergency backup)?

NEC 230.67 is for dwelling from my understanding.

You are correct. There is no requirement for surge protection on non-dwelling services.

There might be requirements based on certain equipment elsewhere in the code. Like you mentioned with emergency systems.
