Surge Protection

I have a 600A service that is done and the house is drywalled.. They now hand me Surge protectors , that side mount on the panel. The problem is that 2 of the main panels are in finished walls... Without even asking I know they wont want them flush mounted...What would be the best alternative? Use Surge breakers or replace the main breaker with a Surge breaker?? These are cutler hammer panels..
 
Would each main panel have to be changed out? Or if I put it in or on one would that protect the whole service/house, back feeding thru the feeders??
 
I'ld say surge breakers. Do they have a main 600A surge breaker for that application?
 
Are you scared of two square feet of dry wall ? Would it put the customer at ease to see the lights glown next to there 600 Amp Panel ?
