Surge protective device location

I am doing a service upgrade and mounting a meter socket - then an offset nipple to a single 150A disconnect. With this install is it permissable to put the surge protective device in the indoor breaker panel?

230.67(B) requires it to be at the service equipment which is the 150 amp disconnect. However the exception will permit it at the indoor panel.
 
So when did Article 230.67(B) appear? I don't think that it was in 2017 ?
If you are on a code older than the 2020, there is no code requirement to install a SPD. If you do, they are governed Article 285 and the manufacturer's instructions.
