surge protector for 3 phase

My very serious suggestion is to point them in the direction of a lightning protection contractor listed by UL to both design and install lightning protection systems. There is a lot more to lightning protection then just installing a surge protector. If you want to install a surge protector just get one and put it at the service point that's probably as good as anything that you can do without spending a ton of money.
 
NFPA 780 has a risk assessment that may result in some guidance.

Have they had damage from lightning?

Almost all electrical services and downstream distribution (especially if it has circuits that serve the exterior of the building) can benefit from surge protection, irrelevant to whether you add lightning protection.

I've used the 3-phase surge protectors - FYI, they're expensive.
 
I doubt there is any substantial difference between SPD manufactured by different companies these days. Personally, I would just get the one made by whomever made the panel board you will be installing it at, although if you really want to use some other brand it likely won't matter any other than price and delivery.

Agree 100%. With SPD, you get what you pay for and more is better.
Install SPD at the service panel and each feeder panel. I would expect to pay $400 for a quality SPD, Eaton, Square D, Panamax. I use Leviton 32,000 and 42,000 mostly, sometimes a 52,000 for a large service
