Surge Protector - Type 3 - 30' Requirement

Can anyone tell me why there is requirement for type 3 surge protective devices (branch circuits) to be placed a minimum of 30' from the provided electrical service?

See article 285.25.

The impedance of the conductors between the service equipment and the surge protector is used to limit the surge current at the protector. There was another thread that had a post with more details but I don't have time to look for it now.
