Hello - first time posting here.
I’m pretty sure I saw a post about this in the past but couldn’t find it. Is there a problem with installing a surge protector in a split bus panel? Thanks

Well it would need to trip the main, right?
AFAIK a surge suppressor does not need to trip any OCPD (although it may itself need OCPD protection). I absorbs excess spike energy for a the duration of a short disruption. Putting it on the top (main) bus section will clamp incoming surge from the service conductors, which will quite effectively protect the second bus section too. Snce it is so tightly coupled to the main bus section, there is no real advantage to placing an additional surge suppressor on the secondary bus section.
In a sub panel at the end of a long feeder, which is a series impedance for surge current, an additional surge suppressor can be helpful, as would a surge suppressor right at the load.
