Surprised, no Rough in Inspection new Framing

New wall framing in a basement remodel. Pulled an old 15A and ran a new new 20A circuit with new boxes, receptacles, switches etc. Moved another 20A circuit with a new box and receptacle. For some reason the permit came back with only a final inspection required. No rough before installing sheetrock. Hope this doesn't bite me later when the drywall is up. Anyone run into this?
