Suspended ceilings, Hanger wires for lights

Hello,
I have gotten myself confused over all the specifications for light fixture hanging. To make a long story short?
UBC 25.213, CISCA 3&4-91, IBC 1621.5.2.2, and ICBO ES AC184 State that you need positive attachment and two independent #12 gage hanger wires for the fixture/luminaries. I copied this from a website, just can't remember where.
AC184 permits an alternative to the two independent wires, that is if the 4 positive attachment devices have a combined rated capacity of 200lb and satisfies AC 184. and can be used in lieu of the two independent wires.

I talked to the fire marshal in my state and he seems to think that the 4 listed points of attachments on the fixture are fine. Nothing more, no independent wires. I talked to the city electrical inspector and he says nope. He said that its has to do with the ceiling grid manufactures listing and that the building codes says that manufactures listings precede any building codes. So basically you have to tie up the fixture due to the ceiling grid manufactures instructions. This also has nothing to do with any local amendments to the code at all. Does anybody else have any experience with this? To be honest I have almost zero experience with any of the other codebooks except for the NEC.

410.16(C) talks about listed clips, but do they apply also when you use additional wires? 300.11 (A) say that the additional wire that the electrician supplies can be the only support, so what?s the correct way? Turn over the listed clips on the fixture and you are done? Tie it up with your own #12 wires with all the proper procedures and not turn the clips over? This would be an example with no local amendments coming into play. It?s just very interesting and I can?t seem to get a good concrete answer. I do know however that I like to tie everything up, but if my competition is not and it?s legal, I have to look at the bidding process a little different.

Sorry if you guys have hashed this out a bunch of times already!

Lets start here: What state are you in?

You are quoting the UBC which applies in California, the IBC which applies in about 40 states, the CISCA 3-4 which applies to siesmic design categeories D1, D2 and E.

Also, what is AC84? I haven't heard of that one.

Here a 2x4 lay in has to have 2 independant grid wires and 2 screw into the grid to pass.
