Suspended transformer platform

Inside a large auto manufacturer we have several tranformers mounted on a cage type platform about 30 feet in the air. The only way to access this equipment is by manlift scaffold. Is this allowed by the NEC? The disconnecting means and controllers are on the floor below.

Take a look at 450.13(A). This section permits dry type transformers 600 volts or less to be located in the open on walls, columns or structures and not be readilly accessible.

As long as the disconnects are accessible then its OK. If you notice most of the big blue stores have transformers hanging from strut and rod about 30 ft up.
