SWAG needed on transformers and transfer switches

I'm trying to contrast several ways of solving a design problem, in hopes of finding the least uneconomical ones. Variables in play includes what voltage to use, where to accept the PoCo's feed and metering, and how much of the total load gets backup.

I'd appreciate your estimates on some pricing; as I've thus far been quoted numbers that vary by 6-10dB...

One attack would use ~15KW MV:480/208 transformers, one to go up to some MV {4160~5KV} for a 700' run, through MV cable and then then the other back down. Outdoor mounting (Does NEMA 3R apply at MV?)

Another would need a big 200A 277/480V 3 ph 4 pole transfer switch vs. a 50A 208/120 one.

Could you learned persons throw out your guesstimates on what such transformers and switches would go for?

On the transfer switch, are there non-automatic ones; i.e. we [via a control system] decide when to change? (The term "Manual Transfer Switch" seems to imply Manny is the guy moving the switch; not what we want.)
