Swapping breakers

Of the main is staying would you remove and reinstall these (2) 800A and (1) 400A breaker while gear is live or is that way too dangerous? It's 120/208v so thinking that does make a difference as 277/480 would def be a no no Thanks

If that is an FPE panel those branch breakers are bolted in. Dealing with nuts and washers goes a lot faster when you aren't worried about dropping them into live bussing.
 
If it was a SqD I-Line maybe, but no way on a bolt in FPE. Plus the Arc hazard and PPE would be a pain compared to simply notifying the tenants and doing it during "non-work" hours.
 
I-Line breakers are basically "plug-in" as opposed to FPE bolt-in (bolted to buss) so I-Line would be safer top exchange but OSHA rules apply to both.
