Is there a way you can tell, prior to speaking with supplier, how many sections a switchboard will come in by just looking at a one line like this showing breakers or switches? Maybe a rule of thumb? Thanks

When you submit your gear package out to your suppliers to bid, they should be able to tell you how the gear will be shipped to you as well as your cost. This way you can determine what kind of heavy equipment you will need in order to set it. This is an often overlooked in the estimating process. If this information is overlooked, it can cost you a few thousand dollars in equipment costs.
 
As a senior designer, I would never not get a switchboard of this size, sized by a gear manufacturer prior to my design going out for bid. The reason for this mainly is to know whether or not it will physically fit in the space that we show it. Also, we need to know how it will come in to the building so we can make sure there are big enough doors to and from some point to the exterior.
That being said, what does the floor plan indicate?
 
Looks like it's going on a roof for PV.
I have less than zero history w/pv...if that is the case, what are all those entries into the gear going to look like?

Here is a rough outline on the fit of CBers and FS for switchboards. OP...check with a couple of your vendors to edit and expand on attachment and you should have yourself a rough sizing tool.
Most line up descriptions also show expected SPACE for future devices or preparations for future sections.
Agree with "Knightryder12", the floor or roof plan, and the one-line, should show the space needed for the install.
