swimming in ground pool

do the hand rails on the ladders which are metal leading into the pool water in a in-ground pool accepted as a grounding means for water

As long as there is at least 9 sq. in in contact with the water then it would be fine. In all cases I have seen the ladder would definitely work as bonding for the water

Just my 2 cents on this.
Customers can easily remove ladders from their pools, losing the bond. Plus, you must be certain the ladder sockets are in good shape and carry a bond wire.
An in line water bond fitting at the pool plumbing is not so easy to remove and guarantees a constant water bond.
I would recommend this as a backup.

I've had customers remove ladders because they were in the way of auto cleaner or for some other reason.
