Swimming pool bonding and NEC

Hello all,
I'm a new member and I apologize in advance for this long post. I have a question about bonding of fences near an in ground liner pool. I'm sure there is much posted previously as a search provided hundreds of threads. I'm sure I'll read them all, but I'm in a time crunch.
Question is in regard to bonding the painted aluminum fences of it is closer than 5ft from the inside edge of the pool.
The inspector is looking for the fence sections within this 5 ft distance to be bonded to the rest of the metal structures; rebar, ladders, etc. etc. He wants to see an individual connection at each vertical post and at each horizontal fence section in between for any part of section within 5 ft. I guess this is assuming the baked on paint is insulating each post and section from each other.
The Question:
Approximayely 1/3 of the pool fence is <5ft from the pool's edge. By most peoples interpretation of the NEC requirement (680 I think it was without double checking) am I only required by code to bond those posts or fence sections within 5ft, or am I required to bond all sections (since the inspector apparently looks at each section as isolated from each other by the paint)?
I know after watching Mike's secondary video, that'll I'll eventually want to bond the entire fence for my own protection, and because that is what is truly correct. But I'm doing the project on the spot and only have materials on hand to bond the sections within 5ft, and I'm still waiting for a call back from the inspector.
