swimming pool equipotential bonding

Need some clarity in sec 680.26 (B)(2) which states perimeter surfaces shall extend for 3' horizontally beyond the inside walls of the pool and shall include unpaved surfaces as well as poured concrete and other types of paving. Our jurisdition is looking at a pool where there is a 18"raised bond beam (beanch height) throughout the perimeter of the pool with lawn and flower bedding around the whole pool with out the traditional concrete deck. Would this application warrent pool/bench to lawn bonding? What unpaved surfaces could create a unequal potential? What unpaved surfaces is the code refering to? Thank you
 
An unpaved surface could be grass. IMO, if there is structural steel in the decking and the bench area then that should be connected to the pool epb grid. The perimeter surface must also be bonded and that would be 18-24" from the inside wall of the pool. IMO, if the bench steel is within 18" of the water edge then the perimeter bond around the walking area would also have to be installed even if it is grass.
 
680.26(B)(2)(b)(4)&(5) explains the bonding conductor needed & where it needs to be located if in the paved surface.
