In my opinion, as long as you do not overfill the enclosure beyond the specifications for terminal space, volume fill, and what not per 312.7, I feel the enclosure can be used as a raceway or junction box. It seems to fit the definition of cabinet.

Are you gonna run any wires through them pipes? Why would you even want to do this.

Room is tight when you run one in and one out, 5 conduits, the time its taken you to think about this, you could have put a j-box in, the old saying applies, work smarter not harder.
