The receptacle has to be GFCI protected for protection of personnel in the area of the pool.

The ten foot rule is to keep it out of reach of anybody actually in the pool. It also gets the receptacle outside of the splash zone.

It is assumed that people will use electricity or extension cords in the pool area.

By limiting the receptacle to twenty-feet maximum it increases the possibility the this "GFCI pool outlet" will be used. It also reduces the possibility that somebody will run a cord out a door or window from their house that is NOT GFCI protected. There have been cases where for convenience people have plugged into a closer outlet that was inside the house or otherwise NOT GFCI protected. These oversights combined with faulty equipment (or faulty safety precautions) ended up in the death or injury of the operator.

In summary: The receptacle is placed as close as safely possible to the pool area.

PS: I would expect occasional loads up to 2000 watts.

I heard this referred to as a radio outlet by the inspector who inspected my setup, and he is an older person. I have heard several other older persons use this same term.

As Wayne says, it is specified at that distance so that someone must be outside the pool to reach it, or a device plugged into it. It must be GFCI protected for obvious reasons.

If it is so important that the receptacle be 10 feet away from the pool, then why does 680.22(A)(4) allow it to be 5 feet away?

680.22(A)(4) is only to be used if space restricted.

If you are short on space it's better to have a receptacle five feet away than risk having somebody plug their hedge trimmer into a bedroom outlet if you don't allow any outlet due to space considerations.

Five feet is a bare minimum so the receptacle can't be used as a handhold to exit the pool.

Hot tubs and spas fall under a >five-foot rule.
