We are installing post lights on a pool deck. do these lights need to be grounded to the grounding grid along with the wet nich underwater lights? is there a certain type of junction box required in a pool area to make taps and grounds/bonds in?

Cast metal and about 8 feet from waters edge.

8 ft from the waters edge does not require connection to the equipotential bond, but they must be GFCI protected.
Do the poles have hand-holes to allow access for wiring or are the bases hinged ?

no, there is no access to the light unless it is taken up from the concrete bolts. Will this require me to leave taps in another accessable location?

Can't you go from the wet nich j-box to the light in pvc with an egc that is insulated and #12?
