swinning pool shock hazard

Find the source. It's not the swimming pool itself. It could be something to do with the pool heating or circulating equipment. It could be the local utility. It could be a bonding problem, or lack thereof.

If the pool is creating a shock - drain it and back fill with dirt.

Now if something other than "the pool" is causing an issue with the equipotential plane - other measures must be taken.

In most towns I would assume there are firms that specialize in solving electrical anomalies. Find this company and ask for their top man.

But in my opinion as a pool owner filling it with dirt tops my list.

Between what surfaces is this shock being felt?

if the pool is an older inground, you could have bonding problems, I would have the pools grounding & bonding tested, if that is ok, call your local utility they could be having a problem, or your neighbors house could have a problem, good luck
