switch at stairs

I have adoor at the top of the basement stairs , as required by code the door opens out away from the stairs. there is no place to mount a switch box beside the door on the landing because it is solid wood with no space between. I was wondering if it is okay to put the switch above the first step down after the door is open ? if so should I measure the height above the landing or above the step. It is easy to reach the switch while still on the landing .

When iput something in a stairwell, I measure from the tread directly plum below it.
