Switch "Backboard to Phase" - 30k Ohms

The resistance of a 3000 A manual transfer switch subpanel to subpanel mounted bus. The test voltage was 500VDC. The test shows 30,000 ohms. (30 kohms). The board has recently received PM. Is this 30 k large enough?
