My question is... In gear and transformers, is there a code stating that the use of mechanical lugs is ok or do you have to use high press lugs for the incoming service

I don't think it is a NEC code issue other than follow manufacturers instructions

No code for that unless that particular peice of equipment is listed one way or the other (which they usually are not). It is specifcation driven.

On my current project we have boxes filled with hundreds of mechanical lugs that have been removed and replaced with compression lugs because it was required by the job spec.

I've never installed mechanical lugs in of that type of equipment, frankly I can not ever recall ever seeing a mechanical lug!
