I have a homeowner that is insisting on adding a pass through from their kitchen into their sunroom. The pass through height is 41" and I need to know if code will allow me to put a three switch box below that @ 38 1/2" from the floor to the top of the box?!

No problem. The code doesn't specify heights for switches and receptacles.
Peter, not completely true.

While I agree with you on the switch portion, take a look at NEC 210.52 for the receptacles.

Re: Switch hieght

The NEC does not have especially restrictive requirements on switch or outlet placement, however the ADA does. So if this installation is subject to ADA requirements, you may have some issues.

Re: Switch hieght

Your electrician should know this. If not, time for a new one.
