switch LOTO

We normally use a switch lock for LOTO device on retrofitting light fixtures, a current job requires us to lock out at the panel. If we can prove that a switch serves the same function (disconnecting Means) we will be allowed to use them. Has anyone seen any paperwork on the matter that I could argue their Point? I would consider a switch to be a disconnecting means for the fixture, but I'm not sure. Any thoughts would be welcome

I don't think this would apply if the switch is being used to pick up a lighting contactor.
