See diagram below.. Can I load a single vertical section up to 2000A on each side (above and below) of the 3000A horizontal bus (not exceeding the main horizontal bus rating obviously).

Or is it saying 2000A is the max vertical section rating? Thanks in advance

Given no other information for custom bussing, the vertical section is limited to 2000A total. How you spread it around is your choice.

Heat rise/disappation is often more of the concern than the bus dimensions.

so this is the dilemma- foreman is repeating your comment. I'm leaning towards what Jim is saying. ABB is unresponsive

I don't think I have ever seen vertical section bussing greater than 2000A, except for single devices. Probably time to check the UL standards.
