Switchboard/Switchgear (2000A Main) on All Metal Floor

My boss want to put my switchgear/switchboard (2000A Main) in the attic with all metal floor surface.
Supposing that structural calculations are OK, is there any problem with that setup in terms of step potential and touch potential?
Note, the columns are with ground rods to earth and the enclosure has grounding wire to main grounding bus.
Is this kind of setup ok in the code or any IEEE standards? Is this safe?
 
I don't see a code or safety issue. There are a lot of prebuilt swithgear buildings that have all metal construction, including the floors.
