Switchgear vs Switchboard

I am reviewing a design that I believe is (unintentionally) setting the owner up for a major change order. But I might be wrong on one key point. Will someone please confirm or refute the statement that if you want draw-out breakers, you need to buy a switchgear, not a switchboard?

Draw-out breakers are standard for low-voltage switchgear construction. Switchboards are
also available with all draw-out insulated case breakers with features similar to what is
available in switchgear. The specifier also has the option to provide the end customer with
draw-out breakers for the larger frame sizes for even the simplest switchboard.

I read it on the internet.

Nowadays you would need to look at the UL listing in order to see if it is switchgear or switchboard .

As dkidd said the disappearance of the old metal frame drawing breaker in favor of the insulated case breakers.

To the untrained eye the Square D PZ4 switchgear looks like their QED6 switchboards. It is often only when you look closely at the breaker labels you notice the switchgear is rated 535V while the switchboard ones are 480V.

Am I the only one that finds the Article 100 definitions of these two terms (switchboard and switchgear) basically useless?
