Can you arrange switchgears back to back?
do you do any wiring from the back if you have draw-out breakers on the front? thanks guys, i know i can get answers from here.

Only if its a "Dead Front" style, if not the clearances/accessibility rules apply in NEC and subject to your "AHJ"

I have never seen gear with draw out CB's without rear acces.
