Is it ever acceptable to switch a neutral. If so where does it permit this in the code and could you give an example of when one would do this.

See the exception to 404.2(B) for where it is permitted to switch a grounded conductor and see 514.11(A) for an example of where it is required to switch the grounded conductor.

I don't know of any way to switch it without creating a trap for someone else unless you are talking about switching the neutral with the phase conductors. If that is the case, it is required to make a SDS, to switch the circuits to gasoline pumps, and the like. I assume you are not talking about 3-way switches, snap switches, and similar.

I think the guy is talking about actually putting a neutral on a snap switch. I have encountered neutrals on switches three times on older homes (1900-1930's) in the Detroit area. It will trick you if you're expecting a hot to be present.
