Switching from multi-family to single-family

Background:
1910 Queen-Ann Victorian in Oil City, PA
Currently has three 100A panels, one for each floor. They are incorrectly wired to the old fuse box. I am re-wiring the WHOLE HOUSE basically from scratch. In my planning for the utilities I want the FLEXIBILITY to switch from multi-family to single-family. I have already devised plans for gas and water. Now I want to do the same for electrical. I want to know how to INTERCONNECT my three panels.

I am upgrading floor #1 to 300A service. I was told by a friend that I need a disconnect switch downstream of all three meters before the SE cable goes into service panel.

Floor #2 and #3 are both 100A and that will not be changed. I have done a detailed breakdown of the power for all floors.
Floor #1: 119A
Floor #2: 93A
Floor #3: 92A
This is approximated.

I was told that I can put a SPLIT BREAKER downstream of the EM disconnect on floor #1 with two 100A breakers and wire them to the panels of #2 and #3. I think I'd have to pull the SE cable. Where can I get more information on this configuration?
