I have vendor drawings showing a 120VAC, double pole CB for incoming power to a UPS. The breaker is switching both the hot and neutral conductors. In the IEC world its done quite a bit, but I've never seen it in the US. Does the NEC address this?

Yes. The neutral may be opened by a device that simultaneously opens all ungrounded lines.

In general the NEC prohibits switching or interrupting the neutral, but permits such when all the hot conductors are also interrupted.

I recall that for gasoline pumps, it is required to interrupt both hot and neutral.
