Working from an un-insulated aerial lift (JLG), what is the approach boundary when working near exposed energized equipment (4160V). Also, are there any safety techniques and/or applications that would allow you to work closer than the permitted boundary?
 
Never having worked in a switchyard--I don't know of anything other than==or if it even applies here, the 10 foot rule for 50kV and below

I suggest you read OSHA 1910.269
