Swivel Hangars and Raceway-Supported Enclosures

I often see 'ball and socket type swivel covers for 4sq boxes' installed and supporting a variety of enclosures with long conduits or cords between. (I'm referring to usage other than lighting.) The exception to 314.23(F) says one rigid pipe can support a box with a threaded hub. But, the main body of 314.23(F) speaks of support within 18in of the enclosure. Is that support rendered unnecessary in the exception? Or, is there some other code allowing these long vertical power connections from swivel covers? I see a lot of plain ole 4sq boxes hanging from cords. Am I wrong in calling others wrong?

I think they are likely a violation.

I think they are common.

I think they are not unsafe.
