If you have a separately derived system (e.g. a transformer/voltage regulator) feeding a subpanel and a bypass switch to feed the same subpanel if the regulator fails, where would you make the neutral to ground bound? When the subpanel is fed from the regulator and if the system bonding jumper is installed in the subpanel you would have to connect the electrode system at this point. However, when the bypass switch is activated and the subpanel is now fed from the service panel, which already has a neutral to ground bond, we now have two bonding jumpers.
My thought is that you should make the neutral to ground bond at the transformer, connect the electrode here and remove the system bonding jumper at the subpanel. I'd love to hear other opinions on this.
