The Power Company requires a Non-fused Disconnect on the Line Side of their Meter Can (400A 3P 4W), we have a Service Rated ATS with Generator Feed and normal power feeder to equipment, which is considered the first disconnect for the Service Grounding conductor connection? Service is fed UG to the NF Disconnect than load side to the line side of the Meter Can than to the ATS.
 
POCO's switch, a "meter disconnect" is not considered a service disconnect. POCO may have a "grounding" requirement but most I see are bonded to the neutral with the grounding electrode connections made at the meter and/or real service disconnect. See 230.82(3) for additional, info.
