System grounding

my inspector says that I am correct where I bonded 3/0 grounding electrode conductor to cold water pipe -main adjacent to t it's entry to builds but instead of continu of that wire I can jump with #6 wire to the ground rod installed some feet away from CWP bond

where is that enforced
in Code????

The inspector is correct you can connect electrodes together to form the Grounding Electrode System (GES).
