What would happen in a system with no neutral and the phases are imbalance because the neutral usually takes back imbalance to the source ?

All the loads become in series at 240v (L1L2) with voltage drop across each load according to its resistance.

The neutral point is no longer at zero volts relative to earth. Voltages vary, and fires may start.

You didn't specify, but assuming you are taking about single phase with no neutral, draw it out. With no neutral there is no way to connect loads that would cause an imbalance. Your only choices are to connect loads line to line or in series. Either way the current on line one is the same as line 2.
