T 250.66 Parallel Conductors 240/120v Single Phase 600 amp

Would the proper bonding jumper according to Table 250.66 for (2) parallel runs of #350's feeding a 600 amp 240/120 service be a #1/0? That is what the designer is showing, but I believe it should be #2/0. If you take both of the ungrounded conductors (#350's) and multiply them by (2) because of parallel runs it comes out to be 620 amps. I believe that the designer is sizing this bonding jumper based upon the service, but shouldn't it be based on the conductor size?
