T12 Electronic with one bulb working

In an rental unit above a kitchen sink there's an 2 foot long, two tube electronic T12 florescent light fixture with only one tube working. The one tube provides adequate lighting but I was wondering if there are any safety issues with electronics running only one of two tubes? Thanks again...Powerplay

For a magnetic ballast fixture, one might be concerned about the greater strobe effect of a single tube versus two tubes with a phase shift. (More of a shop thing than a kitchen thing, but a remote concert.) But I do not see that being a factor with the higher frequency of an electronic ballast.
