T312.6(B) clarification

Having some trouble interpreting the table for 312.6(B).

Do the dashed lines mean the conditions are outside the scope of the standard, is it not allowed, or are the values piggybacked from column 1?

Not allowed because the multiple wires per terminal would indicate parallel conductors which cannot be smaller than #1/0. That is why for more than one conductor the table begins at #1/0.
