T5HO Ballasts Shut Down During Generator Test

We installed new 2X2 fixtures in a hospital - (2) 24W T5HO lamps with corresponding ballast. Upon generator transfer during normal test conditions, the ballasts on the emergency circuit(s) shut down via end of lamp life feature. Replaced ballasts (Universal) with Advance, and instead of EOL feature, the thermal protection fuse blows. Has anyone seen this? Any solutions?

No, Never seen that but I know the electronic ballasts from advance are very sensitive to surges. I've replaced a ton of them.
