I'd say no. 110.34 says there shall be clear working space in "the direction of access to live parts" which usually means the front, and sometimes the back. There is also a specific note in the exception that states what rear clearance needs to be if it's required for access to non-electrical parts.
And since switchgear is normally made to be installed in a line up (side by side sections), I say they are generally designed so side access is not required.
