Yes, the required loads were modified to be closer to the maximum permitted loads in the energy codes. The NEC loads are somewhat higher than that maximum permitted by the energy codes because the code making panel does not believe that everyone will comply with the energy codes.
There is a federal requirement that all states adopt the energy code, but they have not all adopted the most recent ones, and the energy code, even after adoption by a state may not actually be enforced.
