which location would apply in colmum 3 for a one and two family dwelling driveway with a 4" concrete slab driveway, with pvc crossing under the driveway that cars will be driving over. I say the one & two family dwelling location, the contractor says the minimum 4" thick concrete slab location.

Under minimum of 102-mm (4-in.) thick concrete exterior slab with no vehicular traffic and the slab extending not less than 152 mm (6 in.) beyond the underground installation
Couldn't be this one could it?
One- and two-family dwelling driveways and outdoor parking areas, and used only for dwelling-related purposes
might be this one and it might be 18 inches
